New Board Members Join Chesapeake Hospital Authority

CHESAPEAKE, Va. – Three new members have recently been appointed by Chesapeake City Council to the Chesapeake Hospital Authority. Sandra Baynes, Baxter Ennis and Angela Ferebee, M.D., FACOG began their appointment in January and their terms will last until Jan. 2024. The Chesapeake Hospital Authority is an 11-member board of area citizens that oversees the operations of Chesapeake Regional Healthcare.

Sandra Baynes
Baynes joined Retnauer Baynes Associates, LLC as a business partner in 2003. She is responsible for the firm’s overall budget, analyzing the risks associated with major purchases and investments. Baynes, the recipient of numerous awards and recognitions, is a coach and mentor to the firm’s staff, providing career development and empowerment opportunities. In 2010 she was presented with the Chesapeake Economic Development Business Leadership Award for outstanding vision, dedication and commitment to excellence in the Hampton Roads business community. In 2013 Baynes was appointed to the Virginia Board of Asbestos, Lead and Home Inspectors by Governor Terry McAuliffe, and then appointed by Governor Ralph Northam in 2018 for a second term. Under her direction, RBA was named Chesapeake's 2016 Small Business of the Year and in 2018 Baynes was selected as a Women in Business honoree by Inside Business. Under her guidance and legal background, RBA became certified as a Female Minority Owned Micro Small Business.

Baxter Ennis
Baxter Ennis has had a successful and diverse career in military, academic, political, defense and publishing positions. He received his bachelor’s degree from Campbell University and his master’s degree in Journalism from the University of Georgia. He served 21 years in the U.S. Army and retired with the rank of lieutenant colonel. After the military, Ennis led the public relations department for Regent University and started and led the highly successful Executive Leadership Series for nine years as well as the highly acclaimed Clash of the Titans debate series that brought in many nationally known political, military and media leaders. After leaving Regent University he started his own newspaper, “The Citizen of Chesapeake.”  He is an author and has served as president of the Chesapeake Rotary Club, the Virginia Beach Forum, and is the current president of the Hampton Roads Leadership Prayer Breakfast.

Angela Ferebee, M.D. , FACOG
Dr. Ferebee is a board-certified obstetrician and gynecologist who has been practicing in Chesapeake since 1995. She earned her medical degree from the University of North Carolina at Chapel Hill and completed her residency at Eastern Virginia Medical School in Norfolk, Va. where she served as chief resident and was named Resident of the Year. She is a Fellow of the American College of Obstetrics and Gynecology and practices at Greenbrier Obstetrics and Gynecology. Dr. Ferebee is a dedicated community physician who has extensive medical leadership experience. She has served on several medical staff committees at Chesapeake Regional Medical Center and is a member of Alpha Omega Alpha Honor Medical Society and the American Association of Gynecologic Laparoscopists. Dr. Ferebee is board-certified by and a Diplomat of the American Board of Obstetrics and Gynecology.
