Chesapeake Hospital Authority Elects New Officers

CHESAPEAKE, Va. - Three Chesapeake Hospital Authority Board members were recently elected to leadership roles during the organization’s annual meeting. Dee Gilmore was named Chair, David Paradise was named Vice Chair, and Doug Davis, Esq. was named Secretary/Treasurer. The newly appointed officers began their term July 1, 2026.

Dee D. Gilmore, Chesapeake Hospital Authority Board Chair
Gilmore was appointed to the Authority Board in January 2021. She has served as Chair since 2025 and was Vice Chair from 2023 to 2025. She has an extensive background in management and is a long-time resident of Chesapeake. Gilmore served as the top advisor to Randy Forbes, former U.S. Congressman, and as his Chief of Staff, she managed the budget, staff, and operations for the DC office and all three district offices. Gilmore also served four years on the Old Dominion University Board of Visitors.

David Paradise, Chesapeake Hospital Authority Board Vice-Chair
Paradise was appointed to the Authority Board in January 2023. He has served as Vice Chair since 2025 and was Secretary from 2024 to 2025. He is the Senior Vice President of the Virginia Division of Dollar Bank, where he also serves as Chair of the Virginia Division Advisory Board. Paradise began his banking career in Cleveland, Ohio. With three decades of progressive banking experience, his strategic leadership, business development, and customer service expertise enabled Dollar Bank’s successful merger with a local institution.

Douglas W. Davis, Chesapeake Hospital Authority Secretary/Treasurer
Davis was appointed to the Authority Board in January 2023. He is the managing partner of Davis Law Group, P.C. and a long-time resident of Chesapeake. His law practice focuses on commercial transactions, mergers and acquisitions, business planning and succession, as well as trust, estate, and wealth preservation planning. With extensive ties to the community, Davis has served on the Executive Board of Directors for Towne Bank Chesapeake and is past president of the Chesapeake Rotary Club and Chesapeake Regional Health Foundation.
